摘要:
发展森林康养产业是践行“两山理论”(绿水青山就是金山银山)的战略路径和实施“健康中国”战略的关键举措。前期研究在不同空间尺度上对森林康养业态开展了理论建构和实证研究,然而针对跨区域协同机制、重点生态功能区等特殊空间类型的森林康养产业的诊断、评价与治理仍缺乏深度,研究现状与产业实践需求存在错位。本文以武陵山区71个县(市、区)为研究对象,构建包含资源环境、基础条件、政策支撑、市场发展、经济条件5个维度的森林康养产业竞争力综合评价指标体系,综合运用层次分析法(AHP)、GIS空间分析与障碍度模型,开展县域尺度产业竞争力测度与空间分异诊断。研究发现:(1)武陵山区森林康养产业竞争力呈现“北强南弱”的梯度分异格局。北部及东北部县域依托资源集聚优势形成高值集聚区,而南部及西南部县域受限于基础设施与政策支撑呈现发展滞后态势。空间异质性特征与区域生态本底、经济水平呈显著耦合关系。(2)障碍因子诊断表明,专项规划缺位(阻碍度0.204)、森林质量短板(阻碍度0.184)、政策工具供给不足(阻碍度0.129)、基地建设滞后(阻碍度0.128)构成森林康养产业发展的主要瓶颈。(3)地方政府应着力推进产业策略,在政策层面制定森林康养专项发展规划,健全产业扶持政策体系; 在生态治理维度实施森林质量精准提升工程,增强康养服务功能; 在载体建设方面推进康养基地标准化建设,依托县域资源特色培育差异化发展路径。本研究对完善森林康养理论体系具有创新价值。
Abstract:
The development of forest health-wellness industry serves as a strategic pathway for implementing the “Two Mountains Theory(lucid waters and lush mountains as invaluable assets)” and a critical initiative for advancing the Healthy China strategy. While prior studies had conducted theoretical and empirical explorations of forest health-wellness formats across diverse spatial scales, there remains a lack of in-depth research on the diagnosis, evaluation, and governance of this industry in special spatial contexts such as cross-regional coordination mechanisms/key ecological functional zones, leading to a misalignment between academic inquiry and industrial practice.
This study focused on 71 counties(cities, districts)within the Wuling Mountain area, China, constructing a comprehensive evaluation index system encompassing five dimensions: resource endowment, foundational conditions, policy support, market development, and economic capacity. Integrated methodologies, including the Analytic Hierarchy Process(AHP), GIS spatial analysis, and obstacle degree modeling, were employed to assess county-level industrial competitiveness and diagnose spatial differentiation patterns.
(1)The competitiveness of the forest health-wellness industry exhibits a north-south gradient differentiation pattern in the Wuling Mountains area. Northern and northeastern counties formed high-value clusters leveraging resource aggregation advantages, while southern and southwestern regions lagged due to infrastructure deficits and policy gaps. Spatial heterogeneity demonstrates a significant coupling relationship with regional ecological endowments and economic levels.
(2)Obstacle factor analysis identified four primary bottlenecks: absence of specialized planning(obstacle degree: 0.204), deficiencies in forest quality(0.184), insufficient policy toolkits(0.129), and delayed facility development(0.128).
(3)Policy recommendations prioritizes three strategies for local government: formulating specialized development plans and enhancing industrial support policies at the governance level; implementing precision forest quality enhancement projects to amplify wellness service functions within ecological governance; and promoting standardized wellness facility construction while fostering differentiated development pathways based on county-specific resource characteristics.
This study elucidates developmental dynamics of health-wellness industries in ecologically sensitive regions, offering innovative insights for enriching theoretical frameworks in forest health-wellness research.
